Franck Galland graduated from KEDGE Business School’s Grande Ecole Programme in 1996. He is one of the top European analysts on geopolitical and security issues related to water resources. Previously serving as the Director of Security at Suez, he is the Founder and President of (ES)², an engineering consulting agency that specialises in urban resilience. He’s also a research associate at the Fondation pour la Recherche Stratégique (Foundation for Strategic Research).
Franck has been an officer in the operational reserve since he completed his national service and is an expert on water issues for the Ministry of Armed Forces. He currently holds the rank of Lieutenant-Colonel. As a result of serving on overseas operations (OPEX), he has been awarded a Cross of Military Valour, a Volunteer Serviceman’s Cross, a Combatant’s Cross, as well as other French and foreign military decorations, including a gold Volunteer Military Services Medal. For his commitments in the professional and academic worlds, Franck Galland was made a Knight, an Officer in the National Order of Merit, and finally a Knight of the Order of Academic Palms.
While at KEDGE, Franck was a member of the Marketing Méditerranée student association(1993-1995), which is still active today and recently celebrated its 50th anniversary.
An expert in his field, Franck has already published three books on the subject: L'Eau: géopolitique, enjeux, stratégies (CNRS Editions, 2008), Eau & conflictualités (Choiseul Editions, 2012,) and Le Grand Jeu : Chroniques géopolitiques de l'eau (CNRS Editions, 2014) (Water: geopolitics, challenges, and strategies; Water & Conflicts; and, The Great Game: the chronic geopolitics of water.)
Recently he published "Guerre et eau" (War and Water), his first attempt to explain the strategic importance of water resources in the conduct of war to the general public. Here is a description of the book:
Water resources have been a strategic component of military operations since the first battles in 1914 to the current engagement of French armies in the Sahara-Sahel region. After 1945, water resources have progressively become both targets and weapons of destruction in multiple asymmetric conflicts, including in the recent battles against the Islamic State. Water is now a collective security issue and has spoken to the United Nations Security Council, strategic dialogue bodies such as the Shanghai Cooperation Organisation, as well as to military structures such as NATO. Against the backdrop of climate change, excessive demographic pressures, and the increasing demand for water, certain regions of the world are now faced with a growing scarcity of available resources. This has raised crucial questions about water, food, energy, and environmental security. By writing about the relatively technical issue of water in military manoeuvres from a historical perspective, Franck Galland offers a complete overview of the various issues at stake, and gives a fascinating account of the various conflicts the world has seen. He timely reminds the reader of the role of operational support players (often ignored), which has become more necessary and strategic than ever.
